Barcelona, April 4 – The Barcelona City Council has announced an investment of €800,000 aimed at improving the working environment for its municipal employees. This significant financial commitment underscores the city’s dedication to fostering greater transparency, productivity, and resilience within its workforce. The initiative comes at a time when the municipal staff is undergoing a generational and cultural shift, with a growing number of younger, digitally-savvy individuals joining the ranks.

The project, spearheaded by the Municipal Institute of Informatics (IMI), will focus on overhauling internal communication strategies. The IMI, a vital cog in the city’s administrative machinery, has been tasked with creating a more cohesive, productive, and adaptable work environment. This move reflects a broader trend in public administration, where employee well-being is increasingly recognized as a cornerstone of organizational effectiveness.

Four Key Pillars for a Better Workplace

The City Council’s plan is built upon four fundamental objectives, each designed to address specific aspects of employee satisfaction and operational efficiency:

  1. Enhanced Transparency and Information Flow: The primary goal is to streamline communication channels, thereby reducing misinformation and ensuring that employees are well-informed about the council’s decisions and objectives. This is expected to foster a sense of alignment and common purpose.
  2. Fostering Commitment and Motivation: The initiative aims to cultivate a work environment where employees feel valued, heard, and actively involved. By improving internal communication, the council seeks to strengthen employees’ commitment to the organization’s values and goals, leading to increased motivation and job satisfaction.
  3. Promoting Collaboration and Teamwork: The plan emphasizes facilitating problem-solving, creating synergies, and achieving common objectives through enhanced collaboration. Effective communication is seen as a crucial enabler for seamless teamwork across departments.

Adapting to a New Generation of Public Servants

The internal communication overhaul will address the evolving needs of the municipal workforce. With a growing number of younger, digitally-native employees, the council recognizes the need to adapt its communication channels to modern habits. The current system, which includes internal email, the IMI intranet (Espai IMI), and the ‘Mes a Mes’ newsletter, will undergo a thorough review to identify weaknesses and implement improvements.

The contract for this ambitious project has been awarded to Seidor Consulting. The initial two-year agreement is valued at €393,300, with a provision for a two-year extension, potentially bringing the total investment to nearly €800,000. This figure also accounts for potential cost increases, with an estimated €37,000 per year allocated for unforeseen expenses, excluding 2026.

Reinforcing Corporate Culture and External Communication

Seidor Consulting’s mandate extends beyond internal communication. Their work will encompass designing a comprehensive strategy for internal communication governance, promoting transparency, collaboration, and commitment. A key focus will be on reinforcing the corporate culture, ensuring that projects and services align with the organization’s values.

Furthermore, the consultancy will be responsible for the operational aspects and revitalization of internal communication, including content creation, activity coordination, and daily management of communication channels. This aims to foster active participation from employees, leveraging their insights to identify and address potential management shortcomings.

The project also includes supporting external communication efforts, targeting both citizens and businesses, organizations, and the ICT sector. This involves managing communication channels, creating content, coordinating media relations, and organizing campaigns and events. The council plans to conduct satisfaction surveys and feedback mechanisms, such as surveys and meetings, to assess the effectiveness of its communication strategies and make necessary adjustments.

This substantial investment by the Barcelona City Council reflects a progressive approach to public sector management, prioritizing the well-being and engagement of its employees as a critical factor for overall success and efficient public service delivery.
