Barcelona, April 10 – The Barcelona City Council has unveiled a comprehensive Strategic Plan for its Fire Department (Bomberos de Barcelona) covering the period 2026-2035. This new measure emphasizes prevention, coordination among emergency services, and adaptation to evolving urban, technological, and climate change-related risks. The overarching goal is to enhance prevention and self-protection, improve response capabilities, ensure adequate human and technological resources, and strengthen the overall coordination of the emergency system.
Five Strategic Pillars for a Modern Emergency Service
The government measure is structured around five key strategic axes, designed to transform the Fire Department into a modern, professional, and resilient emergency service:
- Proximity to citizens: Fostering closer ties and better communication with the community.
- Cooperation among emergency services: Enhancing collaboration and interoperability with other emergency response units.
- Professionalism and care for personnel: Investing in the training, well-being, and professional development of firefighters.
- Responsibility in logistics and infrastructure: Ensuring efficient management of resources and modernizing facilities.
- Technological innovation: Integrating advanced technologies to improve operational effectiveness and response times.
This document outlines the necessary transformations to ensure the service is well-equipped to handle new urban, technological, and climatic challenges.
Reinforcing Personnel and Infrastructure
The plan also underscores the critical role of Bomberos de Barcelona as an essential service for public safety and protection. A significant initiative within the plan is the proposed increase in the fire department’s workforce. Currently, Bomberos de Barcelona has 703 operational personnel. The strategic plan aims to progressively increase this number to 800, ensuring the quality of service can be maintained and improved in the face of a sustained increase in emergency calls and interventions.
Among the prominent projects highlighted in the plan are the establishment of a new Operational Emergency Coordination Center in Barcelona, to be located at the Tres Xemeneies, and the implementation of a new infrastructure map for the service. These initiatives are expected to centralize command, optimize resource deployment, and enhance the overall efficiency of emergency operations across the city.
Addressing New Risks and Future Challenges
The strategic plan reflects a forward-thinking approach to emergency management, acknowledging the dynamic nature of risks faced by a major metropolitan area like Barcelona. By focusing on prevention, the plan seeks to mitigate potential hazards before they escalate, thereby reducing the frequency and severity of emergencies. The emphasis on technological innovation will enable the Fire Department to leverage cutting-edge tools and systems for better monitoring, analysis, and response to incidents.
Furthermore, the plan’s commitment to inter-service cooperation is crucial for creating a seamless and integrated emergency response network. This collaborative approach will ensure that all relevant agencies work in concert during crises, leading to more effective and coordinated interventions. The adaptation to new urban, technological, and climatic risks demonstrates a proactive stance, preparing the Fire Department for future challenges such as extreme weather events, complex industrial incidents, and cyber-related emergencies.
This comprehensive strategic plan is expected to solidify Barcelona’s position as a leader in urban emergency management, providing its citizens with a robust and reliable safety net for years to come.
