Madrid, May 29, 2026 – The Orcasitas district in Madrid has taken a historic step towards becoming the city’s first eco-solar neighborhood, with the commencement of photovoltaic installations for its shared energy community project. Álvaro González, Delegate for Housing Policies and President of the Municipal Housing and Land Company of Madrid (EMVS Madrid), witnessed the start of the installations, marking a significant milestone in urban innovation and energy transition for the capital.

A Pioneering Project for Shared Renewable Energy

The ambitious project involves the installation of 583 solar panels across various locations within the district. These include the Maestro Barbieri Municipal Music School, seven residential buildings, and nine single-family homes. The initiative, driven by the Madrid City Council, aims to enable residents and businesses to share renewable energy generated locally, covering users within a 5-kilometer radius.

González emphasized that this project transforms Orcasitas into a benchmark for urban innovation, sustainability, and energy transition. He highlighted that it builds upon a convention signed in January 2025, which aimed to promote and establish the energy community of the Directed Settlement of Orcasitas, a neighborhood known for its capacity to transform Madrid.

Significant Savings and Environmental Benefits

The eco-solar model implemented in Orcasitas is projected to offer substantial benefits to its participants. Residents can expect to save between 20% and 50% on their annual electricity bills, gain protection against future energy price increases, and access renewable energy even without owning rooftops for solar panel installation.

The first phase of the project is expected to generate over 211,000 kWh annually and prevent the emission of approximately 65 tons of CO₂ per year. This environmental impact is equivalent to planting around 2,500 trees, underscoring the project’s significant contribution to combating climate change and improving air quality.

Phased Implementation and Community Involvement

The project will be developed in several phases. The City Council is collaborating by ceding the roof of the Maestro Barbieri Municipal Music School, where 177 photovoltaic panels will be installed for shared renewable energy generation. This follows the installation of 406 panels planned for the seven adjacent residential buildings and nine single-family chalets. The installation commenced today in the first two blocks.

The subsequent phase will begin once the neighborhood cooperative, which will manage the energy community, is established. This process will receive technical and institutional support from the City Council, ensuring a smooth transition and effective community engagement.

Broader Impact and Continued Urban Regeneration

González reiterated that this advancement is not an isolated effort. Orcasitas has been consolidating its position as a leading example of energy rehabilitation and urban regeneration in Madrid for years. Through the ‘Rehabilita Plan’, the neighborhood has received 541 aid applications and 125 subsidies, mobilizing over 28.6 million euros and benefiting 1,858 homes.

Furthermore, energy efficiency actions carried out in the Directed Settlement of Orcasitas have resulted in savings of more than 22.9 million kWh per year and prevented the emission of over 5.4 million kilograms of CO₂ annually. Complementing these efforts is the ‘Transforma Tu Barrio’ program, which has granted 68 subsidies, totaling over 3.1 million euros in aid and interventions in 1,098 homes.

These initiatives have a significant economic and social impact on the neighborhood by reducing household energy expenditure, improving air quality, combating energy poverty, and fostering a more modern, sustainable urban environment with a higher quality of life. González concluded by stating that “Orcasitas is today the best example of how municipal policies of rehabilitation, energy efficiency, and sustainability can truly transform a neighborhood and build the Madrid of the future.”
