Barcelona Implements New Civic Ordinance: Fines for Undiluted Dog Urine and Public Misconduct

The regulation explicitly states that dilution must be carried out using only water. - Pub Crawls: Partially banned in acoustically stressed areas, with penalties potentially reaching 3,000 euros as part of the city’s ongoing efforts to combat noise pollution.
- Public Urination: Urinating in sensitive areas, such as narrow streets or nightlife zones, may incur fines of up to 750 euros.
- Graffiti: Unauthorized graffiti will result in charges covering the full costs of cleaning and restoration.
- Exhibitionism and Disrespectful Behavior: Displaying sexual elements or walking shirtless outside designated areas like beaches or sports facilities can lead to fines of up to 600 euros.
To ensure effective enforcement and reduce impunity, particularly among tourists, the Urban Guard is now authorized to immediately notify and collect fines from non-residents. This measure aims to bolster urban control and maintain the quality of public spaces for all.
