Barcelona, Catalonia, Spain – The city of Barcelona has initiated a comprehensive participatory process for its Anti-Racist Plan 2026-2036. This initiative, which commenced in March and will continue throughout April, seeks to gather input from a diverse range of stakeholders, including entities, collectives, and individuals actively involved in the fight against racism.
Objective: A Decade of Anti-Racist Action
The primary objective of this participatory process is to identify critical needs, define strategic priorities, and establish effective measures that will guide municipal action over the next decade. The aim is to build a robust, transformative Anti-Racist Plan with shared proposals that will have a tangible impact on daily life, fostering a truly egalitarian, safe, and racism-free city.
Open and Inclusive Participation
The process is designed to be open, plural, and collective, structured around debate sessions and feedback mechanisms. These mechanisms ensure that all contributions are considered and incorporated into the plan’s development, recognizing the essential role of communities, collectives, and entities dedicated to racial justice.
How to Participate
Interested individuals can submit their proposals through the Decidim platform until April 15th. This digital channel provides a direct means for citizens to voice their perspectives and suggestions.
Additionally, a face-to-face meeting is scheduled for April 14th with the Participation Councils of the Roma People, Immigration, and the Anti-Rumour Network. During this meeting, a draft of the plan will be presented, and further contributions will be collected from these key community representatives.
Presentation of the Plan
The Anti-Racist Plan 2026-2036 will be formally presented on May 18th and 19th. This presentation will take place within the framework of the international conference titled “The Leadership of Cities for Racial Justice: Barcelona Forum 2026.” The conference is being organized in collaboration with the European Coalition of Cities Against Racism (ECCAR) and with the support of UNESCO, highlighting Barcelona’s commitment to global efforts against racism.
This two-day event will serve as a platform to unveil the finalized plan, showcasing the collective effort and diverse perspectives that shaped its development. It will also foster international dialogue and collaboration on strategies for racial justice in urban environments.
Building a Collectively Constructed Plan
Barcelona’s approach emphasizes the importance of a collectively constructed plan. By actively involving those directly affected by racism and those working on the front lines of anti-racist efforts, the city aims to create a plan that is not only comprehensive but also deeply rooted in the lived experiences and expertise of its diverse population. This inclusive methodology is expected to result in a more effective and sustainable framework for combating racism and promoting social equity.
The city council underscores that this initiative is a crucial step towards creating a more just and equitable Barcelona for all its residents, reinforcing its commitment to human rights and social cohesion.
