Madrid, January 23 – The Madrid City Council has temporarily closed the Puente de Vallecas Community Health Center following the collapse of a section of the false ceiling on the second floor. The incident occurred on Monday at 8:00 PM, within operating hours, but fortunately, no injuries were reported as the affected area was already closed due to prior damage. Labor Risk Prevention technicians from the City Council inspected the building on Wednesday morning, deeming it unsafe for continued operation and necessitating the suspension of activities and relocation of services.
Delayed Closure Raises Safety Concerns
Despite the ceiling collapse on Monday, the center continued its normal operations until Wednesday at 2:00 PM, when employees received an email notifying them of the temporary closure. This delay has sparked concerns regarding safety protocols, as staff continued to work in potentially hazardous conditions for over two days after the incident.
Cause Identified as Water Leak
According to a spokesperson from the Madrid City Council’s Security and Emergencies department, the collapse was triggered by a water leak resulting from “the incorrect placement of the drain cover of the downspout on the rooftop, which generated sufficient humidity to cause the partial collapse of the ceiling.” The technical report confirms this finding, and the leak has also led to visible dampness in various other parts of the building.
Relocation of Services and Staff
The municipal administration’s email to employees stated, “To facilitate maintenance services in checking humidity and subsequently repairing the fallen false ceiling, preventively, from this moment until further notice, subject to technical reports, the CMSc of Vallecas Puente will be provisionally closed, suspending its activity.”
By Thursday morning, staff received a follow-up email confirming their relocation, with the majority preferring to work at the CMSc Villa de Vallecas. Users are also being contacted to inform them of these changes. Security guards will be present at the closed facility to guide any visitors. Other alternative locations include the Youth Center, the CMS Centro, and potentially one in Tetuán, which is still under evaluation. Individual and some group appointments have been diverted to the Youth Center, while group and community activities previously held outside the Puente de Vallecas center will continue as planned.
Distance Poses Challenge for Users
The new primary location, CMSc Villa de Vallecas, is nearly five kilometers away and a 30-minute public transport journey. Alberto Añino, a delegate from the CGT union with an office in the affected building, expressed concerns that some users, particularly elderly participants in a fall prevention workshop, may stop attending due to the increased travel distance. Añino’s union office has been offered a temporary relocation to Latina.
Long-standing Issues and Previous Investments
The collapsed section of the false ceiling was in a room on the second floor, which had been converted into a museum-like space and was already closed due to structural damage, hence no one was directly beneath it. However, approximately twenty users were leaving an activity in an adjacent room, and some healthcare professionals were attending to patients in other areas.
The CMSc Villa de Vallecas facility has a history of structural issues. In 2018, it received an unfavorable rating from the Building Technical Inspection (ITE) due to the poor condition of its facades, roofs, and terraces, issues that were reportedly addressed. A City Council security spokesperson stated that “since 2019, more than half a million euros have been invested in this Madrid Salud center in Puente de Vallecas for various reforms and improvements, carrying out almost a complete renovation.”
Political Scrutiny and Future Outlook
Jediael Álvarez, a PSOE councilor in Puente de Vallecas, announced that his party would request the district president, Ángel Niño, to provide explanations regarding the closure during the next plenary session, scheduled for the first Wednesday of February. This request comes in light of the center’s recent closure for renovations.
