The brick house at Peironcely 10 gained international recognition through Robert Capa’s iconic photograph taken during the Spanish Civil War, published in the New York Times. For over ten years, the #SalvaPeironcely10 Platform, alongside neighborhood associations like the Federation of Neighborhood Associations of Madrid (FRAVM) and various local groups from Puente de Vallecas, fought tirelessly to save the building from demolition. Their collective vision was to establish a Robert Capa Center dedicated to interpreting the aerial bombardments of Madrid during the Civil War, preserving a crucial piece of historical memory.

The City Council’s New Direction: A Youth Center Instead of a Historical Interpretation Site

Last week, the Madrid City Council announced the creation of a ‘Robert Capa Cultural Experimentation Center’ at Peironcely 10. The project, spearheaded by the Department of Culture, Tourism, and Sport, led by Marta Rivera de la Cruz, in collaboration with the Department of Social Policies, directed by José Fernández, is intended for at-risk youth. The José María de Llanos Foundation has been tasked with programming the center, focusing on plastic arts workshops, theater, dance, music, and literary activities.

However, this new direction has been met with fierce opposition. The #SalvaPeironcely10 Platform and its allies denounce the city’s ‘maneuver’ to hand over the building to a foundation they consider ‘alien’ to the original project. They argue that this move ‘dynamites a decade of neighborhood, academic, and international work’ aimed at creating a center for historical interpretation. ‘Any attempt to link Robert Capa’s name to this new municipal plan will lack international support and institutional legitimacy,’ states the letter from the International Center of Photography (ICP) in New York, the institution founded by Cornell Capa, which safeguards Capa’s photographic and historical legacy.

International Outcry and Allegations of ‘Tailored’ Projects

The prohibition from the ICP is not an isolated incident. The Capa Haus Initiative in Leipzig, Germany, has also sent a letter to the Madrid City Council, expressing regret over the lost opportunity to ‘twin’ the two buildings and discrediting the municipal excuse regarding the project’s suitability. ‘Our initiative was deeply impressed by the high academic and artistic level of the work carried out by #SalvaPeironcely10. Nobody else can bring this unique place to life… This house could be the jewel in the crown of peace work,’ the German institution’s letter asserts.

Critics allege that the council’s decision to shift the focus from historical interpretation to a youth center, and to involve the José María de Llanos Foundation, appears to be a ‘tailored’ project designed to sidestep the original community-driven initiative. This raises concerns about potential conflicts of interest and a lack of genuine consultation with the very groups that championed the preservation of Peironcely 10.

The Unanswered Questions

This unfolding controversy leaves several critical questions unanswered:

  • Why did the Madrid City Council unilaterally change the direction of a project that had garnered a decade of community and international support?
  • What was the rationale behind entrusting the programming of the center to the José María de Llanos Foundation, an entity considered ‘alien’ by the original platform?

The council aims to open the 400-square-meter center in 2028, following a year of studies and an investment of over one million euros to address the building’s poor condition.

A Call for Reconsideration

In a final attempt to reverse the plans for Peironcely 10, the International Center of Photography (ICP) has ‘respectfully asked the Madrid City Council to reconsider this decision, relocate the planned social project to another of the many available and suitable municipal spaces in the district, and respect the decade-long consensus to protect the historical memory of Madrid and the world.’

The future of Peironcely 10, a site steeped in history and memory, now hangs in the balance, caught between a community’s dedicated efforts to preserve its past and a city council’s seemingly unilateral vision for its future.
