Madrid to Significantly Boost Animal Shelter Capacity Amid Rising Abandonment
Madrid, April 7 – The Community of Madrid is set to significantly expand the capacity of its Integral Animal Welcome Center (CIAAM) in Colmenar Viejo by 66%. This initiative aims to address the growing number of abandoned and lost dogs across the region. The project, which commenced in October 2025, involves the construction of a new facility that will house 48 additional kennels, increasing the total capacity to 120 from the current 72. The construction work, with a budget of 542,080 euros, is expected to be completed before the summer.
Enhanced Facilities for Animal Welfare
The new kennels are designed to provide optimal conditions for the animals. They will feature dedicated areas for rest and exercise, underfloor heating, automatic water dispensers, and cross-ventilation systems. To mitigate stress among the animals, interior separations will be constructed using prefabricated modules, while exterior partitions will prevent visual contact between dogs. The facility will also incorporate advanced measures to prevent escapes and ensure efficient water drainage. Furthermore, an 800-liter container has been installed for the storage, preservation, and protection of feed, capable of sustaining the animals for over a week, even if the entire facility is occupied by large dogs.
CIAAM’s Role in Animal Welfare Since 2005
Established in 2005, the CIAAM was created to support municipalities with populations under 5,000 that lack the specific personnel or facilities to manage animal collection and adoption services. It also aimed to increase the number of centers dedicated to abandoned and lost animals in the region. Over its more than two decades of operation, the professional staff at CIAAM have played a crucial role in reuniting lost dogs, cats, and rabbits with their owners through microchip identification. The center actively promotes responsible pet ownership and encourages adoption.
Significant Investment in Animal Care
The Community of Madrid allocates approximately half a million euros annually to the CIAAM. Additionally, it provides 1.8 million euros to local entities and non-profit organizations that support animal shelters. Currently, the regional network for animal care comprises 91 centers. The CIAAM itself spans an area of 2,500 square meters and has a capacity for 250 admissions. It is equipped with a collection vehicle, a training room, a feline exhibition area, and three accommodation facilities. A team of 14 professionals, including veterinarians and assistants, manages the center’s operations.
