Madrid, April 10, 2026 – The Lucero neighborhood in Madrid’s Latina district has undergone a significant transformation thanks to the Rehabilita Plan, spearheaded by the Madrid City Council. With an investment of nearly 3.5 million euros, the initiative has dramatically improved the quality of life for over 2,000 residents, primarily through enhanced accessibility and energy efficiency.

Delegates Highlight Impact on Residents’ Lives

Álvaro González, Delegate for Housing Policies and President of the Municipal Housing and Land Company of Madrid (EMVS Madrid), accompanied by Alberto González, the Councillor for the Latina district, visited the Lucero neighborhood this morning. During their visit, they emphasized the profound impact of the Rehabilita Plan on the community.

“The Rehabilita Plan is a clear example of how to improve people’s lives starting from their own homes, especially in neighborhoods like Lucero, where many buildings need to adapt to the new needs of their residents,” stated Álvaro González. He further highlighted that “beyond the data, these actions have a direct impact on people’s lives, allowing many residents to regain autonomy, leave their homes normally, and improve their quality of life.”

Lucero: A Neighborhood in Need of Modernization

Lucero, characterized by its strong identity and buildings predominantly constructed in the 1960s and 1970s, has been a focal point for the Rehabilita Plan due to its aging residential infrastructure. A key challenge has been the lack of accessibility in many buildings, prompting a concerted effort to address this issue.

Significant Investment in Accessibility and Energy Efficiency

The Madrid City Council has granted 36 subsidies under the Rehabilita Plan, directly impacting 586 homes within the Lucero neighborhood. The total investment for these interventions amounts to 3,324,973 euros.

A critical component of these interventions has been the improvement of accessibility. Out of the 36 grants awarded, 34 have facilitated the installation of elevators in buildings that previously lacked them, directly addressing a long-standing demand from residents. In addition to the Rehabilita Plan, the Adapta Plan has contributed 12 more interventions in the neighborhood, with an investment of 37,000 euros. These actions have focused on adapting homes for people with reduced mobility in nine cases, two for visual impairment, and one for the accessibility of a commercial premise.

Environmental Benefits and Economic Savings

Beyond accessibility, the rehabilitation efforts have incorporated significant improvements in energy efficiency. These upgrades are projected to result in an annual saving of over 240,000 kWh in the neighborhood and a reduction of nearly 49 tons of CO₂ emissions. These measures not only contribute to a greener environment but also provide residents with more comfortable homes, lower energy consumption, and reduced utility bills.

Rehabilita Plan’s Broader Impact Across Madrid

Across the entire city, the Rehabilita Plan has solidified its position as a cornerstone initiative for enhancing Madrid’s residential infrastructure. To date, the program has facilitated the rehabilitation of over 110,000 homes, overseen the installation of 1,437 elevators, and ensured 5,500 homes are free of asbestos, ultimately benefiting close to 300,000 Madrid residents.

The environmental benefits extend city-wide, with an accumulated energy saving of 280 million kWh and a reduction of 65,000 tons of CO₂ emissions since the plan’s inception.

González reiterated the importance of a neighborhood-by-neighborhood approach, emphasizing the need to address the specific needs of residents. “Rehabilitation is not just about buildings, but about improving people’s daily lives and responding to real problems,” he concluded.

The Madrid City Council remains committed to bolstering accessibility, promoting energy efficiency, and enhancing the quality of life across all of the city’s neighborhoods, with a particular focus on areas requiring the most urgent intervention.
