Madrid Authorizes New Subsidies for Commercial, Hospitality, and Hotel Sectors

Madrid, May 7, 2026 – The Governing Board of the Madrid City Council has approved the regulatory bases and authorized the expenditure for a new call for subsidies aimed at supporting the operations of associations within the commercial, hospitality, and hotel sectors for the 2026 fiscal year. This initiative will have an initial budget of one million euros, with the possibility of extension up to 1.5 million euros, as announced by the Deputy Mayor and municipal spokesperson, Inma Sanz.

Strengthening Madrid’s Commercial Strategy

This line of aid, framed within the Strategy for Strengthening the City of Madrid and the Strategic Plan for Subsidies, seeks to consolidate a dynamic and cohesive urban model. It reaffirms the crucial role of these associations as key interlocutors in the revitalization of neighborhoods and the local economy.

The subsidies are designed to ensure that representative entities in the commerce, hospitality, and hotel sectors have the necessary resources for their ordinary functioning. The fundamental objective is to enable these organizations to carry out their essential functions of sectoral coordination, institutional dialogue, and economic promotion, thereby providing direct support to establishments located in the municipality of Madrid.

Competitive Bidding Process and Reduced Representativeness Threshold

A significant new feature for the 2026 exercise is a change in the allocation system. The previous model, based on the chronological order of application submission, will be replaced by a competitive bidding process. Through an objective scoring system, the City Council aims to strengthen results-orientation and ensure that public funds are allocated to projects demonstrating the greatest impact and quality in their execution.

Furthermore, the new regulations promote the inclusion of smaller associative networks by reducing the representativeness requirement from 50 to 20 associated establishments with a physical presence. This allows entities with significant territorial presence but smaller size to access these resources. This measure is particularly important for local businesses, which the City Council considers a key agent for economic revitalization, territorial cohesion, and urban life.

In addition to financial support, the municipal strategy also seeks to modernize and professionalize these sectors. By facilitating dialogue and coordination, the City Council aligns this call with its major strategic action axes, promoting a more innovative and competitive city in the face of current market challenges. The aid, which will be post-payable, will cover expenses incurred by the associations during the 2025 fiscal year.

City Council’s Commitment to the Sector

The Madrid City Council’s budgetary commitment to the commercial and hospitality sector is reflected in a history of sustained and increasing investment. Between 2023 and 2025, the municipal administration granted aid totaling 4,118,450 euros. This effort has directly supported the operation of 143 beneficiary entities over the last three fiscal years.

Breaking down the annual figures: in 2023, 1,390,839 euros were allocated to 46 entities; in 2024, the figure was 1,358,744 euros for 49 beneficiaries; and in 2025, the amount rose to 1,368,866 euros, reaching 48 associations.

This public policy not only ensures the survival and strengthening of the associative fabric but also guarantees the continuity of a strategy aimed at economic development, social cohesion, and territorial balance, positioning Madrid as a benchmark in institutional support for local commerce and hospitality.
