Madrid, April 21, 2026 – The Madrid City Council has given the green light to a new development project for the former Aquatic Center plot, adjacent to the Metropolitano Stadium. This significant urban regeneration, linked to the Atlético de Madrid’s real estate expansion, will proceed without the inclusion of a hotel, a key change following a court decision.
Barsento Awarded 75-Year Concession for Multi-functional Complex
The project has been awarded to Barsento through a 75-year public domain concession. It envisions the transformation of the 66,843 square meter plot, boasting 90,000 square meters of buildable area, into a comprehensive multi-functional complex. The proposed facilities include an auditorium, an educational campus, and a sports center.
From an urban planning perspective, this operation revitalizes a plot that has remained undeveloped for years. The construction budget is estimated to exceed 360 million euros, with the City Council projected to receive over 141 million euros in fees during the concession period, according to official data released by the Consistory.
Hotel Use Removed Following TSJM Ruling

This hotel use was specifically challenged by the Superior Court of Justice of Madrid (TSJM) in a December 2025 ruling. The newly presented development maintains the activation of the area but with a modified framework. According to the City Council, the complex will feature a covered auditorium with a capacity exceeding 20,000 people, a campus designed for more than 2,300 students, and a sports center capable of accommodating up to 9,000 users, complete with indoor and outdoor swimming pools. Construction is slated to begin shortly, with an anticipated completion date set for the end of 2030.
